Homeless Outreach
To manage and prioritize the limited resources available for homeless services within Lawrence, the City has instituted a new policy for serving homeless individuals who come from other communities. As part of an innovative new policy, non-resident homeless individuals will receive targeted short-term assistance and comprehensive support aimed at facilitating their return to their communities of origin.

The dedicated Homeless Response Team, a specialized group within the community, is charged with the crucial responsibility of helping individuals transition out of unsheltered homelessness. Under the new policy's framework, when team members encounter individuals who do not hail from Lawrence or Douglas County, they will implement a structured five-step process designed to assist these individuals in relocating to their respective towns or cities:
Five-Step Process

Initial Assessment and Temporary Assistance: Non-resident homeless individuals seeking aid will first undergo a thorough initial assessment conducted by the Homeless Response Team. In cases where individuals qualify for assistance, they will gain access to immediate support services, including emergency shelter, nutritious meals, and basic necessities for a maximum of three business days. Once the eligibility assessment is complete, the team will refer individuals to relevant service agencies tailored to their specific needs.

Development of Return Plan: For those eligible for transportation assistance, the team will diligently craft a personalized return plan, making transportation arrangements and coordinating necessary support services. This may also involve establishing connections with relevant agencies in the individuals' home communities to ensure a seamless transition back.

Coordination with Origin Town Resources: The Homeless Response Team will proactively seek to identify and connect individuals with key resources and services available in their towns of origin, thereby laying the groundwork for their successful reintegration into their communities.

Transportation Assistance:
The team will make concerted efforts to secure transportation options that are not only cost-effective but also safe, ensuring that individuals can travel back home without undue burden.

Documentation and Follow-Up: Every action taken, plan developed, and assistance provided will be meticulously documented by the Homeless Response Team. Furthermore, they will conduct follow-up checks to ensure that individuals safely arrive at their destinations and successfully establish connections with their local support networks or services, reinforcing the foundation for their future stability and well-being.Â
